Recruiting issue

I recently got an article 15 ( summarized), not in my OMPF(I'm a SPC) which means I don't require a moral waiver as it states in the volunteer statement. The USAREUR recruiter I'm talking to is telling me there is a 2 year wait for those requiring a moral waiver due to new policy. They are refusing to process these packets, are they interpreting this policy correctly or am I missing some information?
