Going from non SF to SF warrant officer?

I have done a bit of researching lately into this but anything related to warrant officers in general is pretty limited.

My question is, can a enlisted/warrant officer who is not in SF go into SF as a warrant officer? From what i have read Warrant officers are experts in their respective field. So i am wondering, if the army took all that time and resources to make a person an expert in one field wouldn't they rather keep him there?
And about the enlisted part, i am wondering if an enlisted person can go straight into the SF warrant officer position, or if they must first make it into SF and then after a while (and 2 SF MOS' ?) they can "apply" for it.

Any information is helpful and appreciated.
