Some Definitions

The Intelligence Community is guided by the definition of terrorism contained in Title 22 of the US Code, Section 2656f(d):

—The term “terrorism” means premeditated, politically motivated violence perpetrated against noncombatant targets by subnational groups or clandestine agents, usually intended to influence an audience.

—The term “international terrorism” means terrorism involving the territory or the citizens of more than one country.

—The term “terrorist group” means any group that practices, or has significant subgroups that practice, international terrorism.

The FARC is multi-national within the region, and the foreign trainers have added a new aspect.

Are they international terrorists, transnational, or just a terrorist group?

Actually, I see them more as a capitalist enterprise, like the Mafia, than a ideologically motivated terrorist organization.

It occurs to me that at some level, they consider the bottom line more important than the politics these days.

Is, as the opponents of the concept of GWOT/WOT claim, terrorism merely a tactic?

Not a tactic of a legitimate cause.

If you have to commit terrorism to advance your cause, it would seem to be unwanted and unneeded.
