One of the major issues with the ATF is they define suppressor. If they have some reason to investigate you and your noise blocker, they can "define" your blocker an ATF item, with ZERRO recourse on your part. With the exception of a long court battle.

No so. The serialized part has to be registered by the manufacture as a pistol, rifle, or other. This is recorded at the point of sale on the AFT form 4473, section B Question 18. A rifle can not become a pistol by changing the stock.
