Actually he can circumvent the law, and he has been circumventing the accepted rules over the past 8 years with no consequences. So what it comes down to is whether POTUS wants to abide by the rules....or not. If not then the rules/laws are just some text printed in a book.
It is like ISIS ROE vs US ROE....ISIS plays with no rules other than to win.
