The entire quote is, "You never let a serious crisis go to waste.
And what I mean by that it's an opportunity to do things you think you could not do before." i guess that could sound ominous if one is convinced any change will come at their personal expense (I'm not sure the American tradition of compromise, free enterprise and separation of powers allows that to play out.)
