The hydroxl radical in peroxide supposedly attacks lipid membranes in anaerobes-gram negative orgs. However orgs that have catalase can break this down.
Peroxide also supposedly mechanically removes orgs from sufaces via its foaming action.
Its not approved as a stand alone antimicrobial that I'm aware.
Chlorine on the other hand kills anything rapidly including the AIDS virus. Its downfall is that it evaporates rapidly.

Peroxide does have expansive properties that have been exploited in the past and could be again in a pinch.
