MM did some research way back and found that the USMC coyote was based on the Ralph Lauren Santa Fe color SF11B, which is no longer available pre-mixed, but can be special ordered. Unfortunately, I'm not up to speed on official Mil-Spec pantones for coyote, but perhaps MM or Egg can be of more help.

Thanks Razor, Martin here has been extremely helpful in finding the application form for the official Government document that contains the actual color samples.
I've forwarded this to the powers that be and it's up to them to make the purchase.
I just made a written note on the Ralph Lauren Santa Fe color no. SF11B for reference.
Now I have new term to search, "Mil-Spec pantones".
