I am a current recruiter, and 18x is only available for E-1 to E-4.
That being said, there can be exceptions made. The recruiter you are working with most likely takes you as just another prior service guy, not really recognizing your back ground. The exceptions that need to be made are above his level. I would contact the SF recruiters at the nearest Army installation, let them know your background, etc. I know this has worked in the past for PS who have exceptional backgrounds (for example, a commisioned officer from the Navy who wanted an 18x contract).
