JJ, I would suggest that the pressure and lack of thought originates at a higher level.

Congress decides on the grant money life-span and the timelines for distribution is usually designated.

An example would be X Million or Billion dollars...90 - 120 days for grant guidance, 6 - 9 months to award. Given the bureaucracy involved, what you create are bad plans poorly executed in order to meet unrealistic timelines. This is followed immediately by persons recalled to the Hill to be verbally abused by the same "geniuses" that came up with the bad plan and unrealistic timelines.

Snowball continues because in order to shovel X Billion out the door the money is dumped in the State's lap and they try to burn it up as rapidly as possible (conforming to the unrealistic timeline). Should they attempt to be deliberate or intelligent in the expenditure they run up against the sunset and lose the funding.

Meanwhile, back in the D.C. bubble, the Critters win their next term in office, continue to come up with bad plans.. and the carpetbaggers get rich when the States scramble to throw good money after bad ..(while the American people get screwed)
