Personally, I disagree with the idea that the problem
'remains small right now' as
any such effort on the part of a terrorist, no matter how small or ineptly executed, may cost the attacker(s) little but
costs us a tremendous amount of time, effort, and $$$ in our response(s) to them while eroding faith in our collective abilities to protect ourselves and retarding our economic recovery and growth.
I can only see those problems and costs increasing in the near term.
However, YMMV - and so it goes...
