Your operational terms are off. The 40x option is for those desiring entry into the 75th Ranger Regiment or what most refer to as a Ranger Contract.
Does the 18x have it's drawbacks? Show me a system that doesn't. Some people do better than others no matter what experiences they are bringing with them, be it Ranger, Cook or whatever. No one ever really knows what they will do when the bullets start to rain down on them. You would hope that they would fall back on their training and apply where necessary.
Fact is that after being at war for nearly 9 yrs now, some of the guys we get Are more experienced than others. But some new comers will be better performers after their first Combat Deployment than others. I don't have my slide rule out today to crunch the numbers on where they fall on 18x vs 11BV vs Reg Army.
I'm biased on the whole Ranger Contract thing, but that doesn't necessarily mean that that person would be ideal for SF, or Vice Versa. Different Mission, Different Mindset. Many don't understand that..........
