Depends on the total objective and over leadership.
If the villages militias continue to be based on tribal rivalries, it will fail as has happened in the past, no mater who does the training..
If the militias are cohesive in vertical command structure,, and they doesn't over throw Karzai,, maybe..
The key will not be the village participants. they are many and gladly volunteer.
It's the 2nd, 3rd, & 4th layer of command structure that needs nurturing.
These countries do not have a history of leadership that can sustain a cross tribal layer of governance.
They need a Genghis Khan or Alexander the Great.
Historically, Small time politicians leave very small foot prints in history.. Often only found on the graves of their followers..
