I think you need to consider that all ports and points of entry are going to be terminally Orange or Red, and certain target areas (cities and landmarks, like NYC and DC) are going to be terminally Orange or Red.
The vast majority of the nation (as Kerry calls the area between NYC and LA, "fly-over country") are merely transit routes and would rarely, if ever rise above Yellow. When would Wyoming be above that, unless a targeted person was visiting?
Frankly, I think that the next attack could shut-down the grid again, even more significantly. I am not a survivalist, but any thinking American today who dies not have at least 1/2 tank of gas in the vehicle, a couple weeks of dry rations and bottled water, a battery powered radio, flashlights, a firearm with ammo and training, and a couple of plans, is not planning properly.
