Now see, I think this is an opportunity to make some improvements in the Security Alert System (that I designed long before 9-11 and the USG stole from me and I didn't get recognition). I would divide it up into regions or zones and raise the level for border states based on leading indicators like this. The whole country can't be on the same level. There are also actions that need to be taken - for example, shift some people from an area they aren't seeing this stuff to this area or run some NG exercises or something. I haven't given much thought to specific things that could be done.

Somewhere a True Believer is training to kill you. He is training with minimal food or water, in austere conditions, training day and night.
