He probably said that it took too much time to fill out the TDY orders..... It was easier to stop your separate rats and issue MRE's.......
One time BG Parker was in SA and I asked him why he wanted to fuck over the guys in 1/3 and he said 7th goes TDY and 3rd goes to Africa. He was drawing full per-diem when we were talking and he was staying in the best hotel in the capital.
