Why bother having proponents if they are going to be ignored?

And it isn't just SF. Is it really what it seems? That it is decided to ignore the proponent because they might cost more time, money or not say what is wanted?

I'll give another example, not SF. The Army is the proponent service for parachute operations. One of the "norms" they have established is that riggers should be parachute qualified. The Air Force ignores this. The Air Force suffers a much, much higher rate of parachute malfunctions than the Army does. What gets done about it? Absolutely nothing.

So what is the point of having proponents?
