You're right. What it shows is a lack of interest in following the rules and customs of a "foreign" culture you're trying to enter. Just as this casual, indifferent attitude doesn't endear you to us, it would most certainly not endear you to whatever foreign culture with which you may find yourself attempting to gain rapport.
