Well to SF it is not new but to the rest of the military it is not only new but revolutionary. The conventional folks became so enamoured with technology and the various iterations of how they were going to take the battle to organized military formations anywhere in the world that their focus was on engaging and defeating those formations with little regard for anything else. Long about the early 90s I went to the Army's Intelligence Center and School with a bunch of other SF folks to sit down with them and explain just exactly what we needed in terms of intelligence products and support when we operated as part of a joint team in a theater of operations controlled by a conventional combatant commander (then called CINC). They were agast not only at the detail of the information we looked for but the data we considered important on the cultural and social aspects of the target area-particularly in unconventional warfare and FID. Not only were they not set up for that level of detail but nothing they did was geared to get it. The answer that seemed to be the stock answer in trade from the conventional side concerning language training was that they spoke 5.56 or something similar. To make a long story short, for SF folks this sounds like the reinvention of the wheel but to the conventional folks it is like they have found the frigging holy grail. Just an observation.
