Nice to see the Dutch are as culturally clueless as our own leadership. If the goal is behavioral modification, the Dutch are not going to get it the way they're going now. Soapbox: Third world peoples see the passive approach as weakness (at best) or cowardice (most probable). Nobody in any "warrior" culture will negotiate with an unworthy adversary (read - coward). To put it simply, what the natives do not fear, they cannot be made to respect. Without respect (fear) there is no incentive to modify their behavior. To borrow from a historical concept - the velvet glove needs an iron fist inside it, otherwise what's the point? My .02 - Peregrino
