The report included one radical proposal: It advocated relocating to Washington the headquarters of the Joint Special Operations Command, which runs all of the "special-mission units" that carry out the most secret attacks against terrorists and work to halt the proliferation of unconventional weapons.

Because high speed secure communications between DC and Bragg aren't good enough? Video Conferences aren't good enough? What would that accomplish? You'd have the unit commander and staff running around DC briefing every Senate staffer who might have a question? They're a war fighting unit and should be where they can train and execute, not where they can best brief...

It proposed that these highly trained units then be put under Mr. Rumsfeld's direct, personal control.

Just like bombing missions planned by LBJ hit much better targets?

... if Pentagon leaders were dissatisfied, then they should try being in charge of planning and executing counterterrorism missions.

How many Pentagon leaders actually have any experience doing this? If you haven't done it, how can you intelligently and credibly criticize? Clearly a lack of understanding of what CREDIBLE, ACTIONABLE INTELLIGENCE is?
60 Minutes ran a story about NYC Police last night...to their credit, they've started their own intelligence section and counter terror sections. They even have stationed NYC Police officers overseas to function as front lines of defense, gathering intel and TTPs from attacks overseas to help them defend the city. A sad commentary on the support they're getting from the alphabet soup of agencies (CIA, FBI, DHS...)
