Terrorism is, according to O Neill, a tactic used by Insurgencies- it therefore is intended to have a political effect.
The AZF has thus far not released a political motive for any attacks, and has demanded money, not change or political capital like prisoners, in exchange for not attacking. Furthermore, my experience with Terrorism (I live in London) is that they attack first, and then make claims. I think you said something to the same effect on the Madrid thread.
This seems to me like criminals trying to hold a potentially scared nation hostage for cash.
Then again, NDD did suggest that it might be a nascent group looking for start-up funds.
