Are they all being sold as scrap? I can remember a certain "back to nature" group in a large metropolitian city who utilized stolen manhole covers to reinforce a bunker on da roof.

I remember that. They didn't use enough manhole covers.

They sell for them for scrap, some of them have been launched in IEDs, they're probably selling them back to the city as well.
