Lets say a guy from VA, comes to California to attend a shooting school, he brings his post ban AR type weapon and several 30rd mags and enough ammo for the instruction. He isn't a police officer, just a citizen. He doesn't establish residency in CA, he is merely in CA to attend the training at a private range. Is he violating any laws?

I'm wondering also about out of state residents travelling through the state of California on the interstate, if they have their post ban AR type weapons in locked cases within their automobiles, in the trunk for example, with no intention of making an overnight stop in California, if they are also 'felons'?

I just received the following response from the CA Attorney General regarding this issue:

Your request for information has been received and reviewed. Indeed you may change the non-serialized parts that are attached to your lawfully registered assault weapon without violating the law, so long as the parts you are adding are not themselves alone to be considered prohibited devices. (i.e. silencers, grenade launchers) If you have any further questions or concerns please feel free to contact the Firearms Division at (916) 263-4887.

Why, is the brake welded? There's a guy in your AO (Santa Monica/Fontana) that should be able to swap it out for you.

Sorry, RL. What I meant was, if you don't want to ship it back to MSTN, give Randall at ar15barrels a call. He lists two addresses in SoCal, I wasn't sure which one was his shop. As you know, if he has an Assault Weapons permit, you can leave it with him, otherwise you have to be present while he does the work.

I bought my stock 16" LMT upper from him, he was very helpful. Since he has a good reputation for barrel work on ar15.com (FWIW), I was going to send it back to him to chop the barrel to 14.5" and blind pin and weld the Vortex. He only drills Phantoms, not Vortex (too hardened), so I ended up sending it to ADCO.

I'm going to leave the brake on for now.
